Looking at the photo I'd say it's a Bernese Mountain Dog, very possibly a X bred.

Border Collie's don't have the same head as this dog does & aren't as big.

that is called a speckled muzzle dog breed. i think their ADORABLE!! i loooooove them! i have a 3 year old speckled, and his name is freckles. their sweety pies. i say you should get one right now. well their kinda hard to find. i got freckles in italy.
