Thoreau is suggesting that every citizen at least get a basic education in a grammar school.  Beyond that, college or university is helpful.  Most of his education came from learning through reading voraciously along with personal experience.  That was one of the first lines of the book.  He also dedicates an entire chapter to the process of reading--"Books should be read as deliberately as they were written."  In other words, read his carefully.  The answers are there in the tome.  Learn all you can from your environment.  The rest will follow.
