What kind of glue could I use for flower petals?

I would like to glue my cloth flower petals to paper in my scrapbook. What kind of glue would work. I tried my normal scrap booking glue but it didn't hold. Any ideas

Elmer's (not the school glue) or hot glue. Be careful.

Aleen's White Craft Glue.....It dries clear and Flexible ;)))

Try rubber cement.
