HUD gives grants to developers to enable them to provide low-income housing. Usually the constraint that a certain number of rental units have to be let at below-market rates for some period of time, like 20 years.

There are also grants to states and local communities to support Section 8 housing which provides rent subsidies directly to people who qualify.

For some reason, the history of HUD has been one of being the most corruptible department in the cabinet with one Secretary after another falling into disgrace or suspicion.
