I hate to be the bearer of bad news but after spending many years in the military and specificaly doing some time in the US Navy, working alongside other Naval services... These are no countries specific uniforms. However, we all wish they were. ;-)

The Russian and Soviet navy wears that striped shirt underneath their uniform.  The flag in the backround looks Russian as does the architecture of the bridge and the girls.

as mentioned above this is not uniforms.  as a clue as to where the pic was taken, study the flag on the ship; i don't recognize it right off.

Looks like Russian navy uniform tops.  I saw them in a movie.  No telling if hollywood took creative license with their wardrobes or not.
