What kind of snake looks black and has an orange under belly?

It's a baby. It also has an orange ring right around the neck near the head.

Water Moccasin i hope this snake is not your pet be careful.It,s hard to determine until he,s at least foot long then true color,s will show.On the head is there a hour glass between the eye,s or stripe,s like lightning bolt,s.
