  1. employment, education facilities, affordable housing, public transport, electricity, this would be a start  


  2. a place where they could work where you could support a small economy.  Maybe a call center.

  3. Grocery shops, nice suburban houses, normal township function (gas, water, sewer, and waste), and a good tourist site.

    You better off attracting retired people then working class people dues to the lack of employment.
