Tough to tell with out-of-focus tadpoles and no scale to tell the size. Getting a really good tadpole photo is next to impossible. Location would have helped too.

Get a copy of either Reptiles and Amphibians [of] Eastern/Central North America by Conant and Collins or the Stebbins guide to the western herps or the book by Wright and Wright, Handbook of Frogs and Toads. Take it from there.
