These are both soft materials.Hardware store drills and taps will work fine.

First,,, you will chip the chrome,,, but standard high speed drill bits will do, a cordless drill should be enough. If you want to connect pipe to it, you will need a special tap, NPT, (national pipe thread.), I would not recommend threading polycarbonate tubing. I have never seen that stuff threaded anywhere but the factory. Please turn the water off first.

Drill bits and taps. If the wall thickness of your pipe isn't at least 1/8 inch I would use self tapping screws.
