What kind of transportation am i eligible for in Mexico except the bus?

I'm about to sail to Mexico from Cuba. Could anyone please tell me can I book domestic flight in Mexico if I ain't got no permanent resident visa, russian passport only. I heard there's high level of corruption there.

Yes, you can fly within Mexico with your russian passport.  You will need to apply for a visa to Mexico at the Mexican embassy before you leave Cuba.  Yes, there is corruption in gov't in mexico, as in many countriew.  It will have nothing to do with your travelling or visiting in Mexico.
