It's a Gem car.

It is a Global Electric Motorcars (GEM) Neighborhood Electric Vehicle (NEV). It can be licensed to drive on the road in most states. The regulated top speed is 25 MPH but in some states it can run up 35 MPH. It is made in connection with Chrysler believe it or not.
