  1. A north wind in the northern hemisphere brings polar air; dry and clear. It happens if you have e.g. a high pressure to your west and a low to your east. If the condition remains stable for a few days, you will have the polar front (and the jetstreams on the top) to move down all the way to southern Europe or corresponding latitude in the US.

    (When you ask a question about the weather, it is always smart to say where you live. If not the town, at least the continent).

    In polar air conditions you will have an excellent view because the air is dry and there is no haze. On the other hand, it will be cold for the season. If the sun is high and heating the surface, you may see some clouds forming in the afternoon. But the air will probably be too dry to see thunderstorms forming.
