There are circles that are, "Open circles" where the public is welcome and they are opportunities to meet other like minded individuals as well as learning from the group different aspects of witchcraft.  Now if your talking about covens then that is completely different and some covens welcome new members whereas others may not.  You can check out www.witchvox.com and find different groups that meet in your area.  They also have articles that you can read on the subject as well.

Most circles, or rituals are private. There may be local groups who hold public rituals for certain holidays or occations, but for the most part, you would have to know someone to be included in one, or you would have to hold one of your own.
