What kinda of wrap or tape, and how, could i use to decorate the frame of my road bike without adding weight?

Would you wrap the break cable along the top bar frame in the tape, or leave it on the outside? If I can't do this, how much do places usually charge for this kind of customization?

why? no self-respecting roadie is going to be impressed by additional bling! just keep up with the pack! we won't care if your riding gas pipes and a wooden seat! just clean up your ride, and ride it!

You can get clip-on brake cable guides. Metal clips which fit around the top tube (usually in a set of 3), instead of having braze-on cable guides.

These won't work with non cylindrical top tubes though - basically a lot of newer alu/carbon frames
