Although many cameras do that, you should do it with the editing software and not the camera itself. If you shoot it in black and white with the camera, it will be black and white forever. If you shoot it in color, you have the option to use the editing software to make any effect you want on it, and to change it later.

Pretty much every editing software can do those basic effects.
