Of the modern languages probably Chinese.  Chinese words are all one syllable, and one word can mean many different things depending on tone and context.  So they need fewer actual words.

This question can't really be answered because another language will borrow from others which then in turn effectively that word is part of the borrowers language too, That's how languages evolve and develop therefore no language really has a smaller vocabulary than the other.
