What language is "quel surpris?"?

I know in english it means "what a surprise" sarcastically. I thought it was French, but the French is quelle surprise. It's not Spanish, what is it?

  4. it is french, correctly written as 'quelle surprise'. in spanish it is 'que sorpresa'. in italian it is 'che sorpresa', (i speak italian fluently.)
