The closest relative of Romanian is vulgar Latin (the Latin spoken by common soldiers in the Roman empire).  If you are asking about the closest language that is still spoken, it is Italian, which is 40% intelligible with Romanian.

I would have to guess that Croatian and Bosnian would be the closest relatives to Bulgarian that use the Roman alphabet because they share proximity and they are all Slavic languages, unlike Romanian, which is a Romance language.
