Well the President does not have the right to mess with the core of the planet, so... We'd need an amendment and a world-wide Constitution to make that amendment to.

It would probably be decided unilaterally by the ones who own the technology to fix the problem.

Some entity would have to step up and take over, no matter if a law is in place or not.
