What laws are there about how many persons can live in rented accommodation?

I'm looking for a small flat/bedsit for 2, however, many of them state in the ad that they're only for single occupancy.... is that likely to be a legal reason or the landlord/lady's preference? These are private, not council or goverment, if that makes a difference. Thanks in advance!

(If you have a source, please give it - makes it more believeable but thanks for any info!)

It's nothing to do with what is legal or not. The property belongs to the landlord-the rules are his/hers. That's life!
