  2. Look for the Hundred Days of FDR's administration. That was when Congress enacted an avalanche of laws in an attempt to lessen the effects of the Great Depression. The Emergency Banking Act, establishment of the Farm Credit Administration, the Home Owners Loan Corporation, Federal Emergency Relief Administration, The Civilian Conservation Corps, and many others. The Great Depression arguably occurred during the tail end of the "Lochner era" in American legal history.  Instead of statutes enacted by legislatures, consider judge made law from the Supreme Court striking down statutes as unconstitutional infringements on the right to contract and various individual liberty guarantees of the 5th and 14th Amendments.  

    "The Lochner era is a period in American legal history from roughly 1890 to 1937 in which the United States Supreme Court tended to strike down economic regulations mandating certain working conditions or wages, or limiting working hours. In the eponymous 1905 case of Lochner v. New York, the Court struck down a New York State law limiting the number of hours bakers could work on the grounds that it violated bakers' "right to contract," a right implicit in the Due Process Clause of the Fourteenth Amendment.
