  1. The above answer is correct. All weather on Earth, including rainstorms, thunderstorms, blizzards, hurricanes, etc occur in the lowest layer of the atmosphere known as the troposphere. On rare occasions, the very top of very tall thunderstorms have been known to make it to the lowest part of the stratosphere, this is uncommon however.


  2. All weather occurs in the Troposphere. There is virtually no water in the Stratosphere, Mesosphere, or Thermosphere.

  3. They are occur in the Troposphere and the lowest portions thereof.   As you get around 400mb and higher, the skies are fairly dry and cold.
