What level does magikarp evolve in firered?

If you get weak Magikarp give it the Experience Share and then start battleing strong trainers so you get lots of experience, when the Magikarp hits level 20 it should evolve, if not then keep leveling it up until it does. Or do the easy thing and fish for a Gyarados with a super rod.
