Like the people above, Rimmel London's Kohl Eyeliner ($2-$3) is great, except for me it smudges more than Revlon's ColorStay Pencil eyeliner, but it costs twice as much as Rimmel. The same Revlon line is also great for liquid eyeliner. Give it a try =]

My favorite/the one I use is Loreal HiP color truth cream eyeliner. It goes on smooth, stays on (for me at least), has a nice dark color, & it comes with a brush.

I like Almay, but then I am sensitive to eye makeup and I don't react to Almay

I would have to say Rimmel.  They are more inexpensive then the other brands and they have many different colors.

Try this trick.  Take your eyeshadow any color and a Q-Tip swirl the tip in the shadow and line your eye.  This makes a softer line then hard eyeliner.  To make it darker you can wet the Qtip and swirl and line the eye.  I love this method because the powder doesn't smear.  Have fun
