What makes a good newspaper headline?

What techniques are involved in grabbing attention and what makes a catchy, successful headline that everyone will read and REMEMBER?

Catches a persons attention and makes them want to but the newspaper to read the article or to even open up.

punchy, short, alliteration, puns, rhymes

We always try for alliteration. It just makes us happy.

It must be pithy and it's length must NOT go over one line.  Brevity is the soul of wit.  It makes me crazy to read a headline that must then be backed up by a mini paragraph so as to explain what in the h**l the headline meant.
