  1. Most outdrives, i.e. MerCruiser Alpha, OMC Cobra and Volvo Penta SP's propellers turn in neutral because of the oil circulation within the outdrive and the friction between the oil and the moving parts within the outdrive except for the prop shaft.


  2. going down the road air in the water if you were going idle and you put it in to neutral the prop will spin because you are still moving through the water or it's  tides or just currents

    motor is out of water?

    then what u are seeing is called 'free wheeling' byproduct of oils in contact with gears.

    if prop is turning and is obvious not slow  you got other issues.
