What makeup products for me??

Question

I need feedback on the best makeup that suits me.

I have light beige skin

am 13 years old

have blonde hair

blue eys

dark top lashes, but my bottom ones arent. Their not very curly or long.

i have dry eyes also, so they tend to water more than other peoples do...so i would need a mascara that wouldn't smudge,smear, or make dark circles beneath my eyes(mkaing me look like a raccoon) BUT i dont want waterproof please

This goes the same for eyeliner.
