it looks like your skin is really clear so i dont think you need a foundation, but if you have like a pimple a tinted moisturizer can help cover and nurish your skin.

your eyes are very pretty, i can't tell what color they are from the picture but they have a nice shape, I would use eyeliner on the bottom and mascara on the top to open up your eyes

( i recomend Maybelline define a line in ebony black and Loreal Voluminous Mascara)

lip, a clear gloss should be fine. no lipstick.. its outdated.. or if yo want a tint try C.O Bigelow from bath and body works i LOVE all of their lip products. they are great and not to expensive.

Blush. like i said your face has a good color and tint to it, so i dont think you need any blush to be honest

Too young? No way. Your a great age to start =] I started around 11. But blues and greens (Shimmered if you like it like that) Some soft lip gloss (pink) and then a clear coat. Some soft pink blush would tie the look together. Well, I hope I helped, cause my job is a makeup artist! xD

no bright colors!  your skin is fair and it looks like you have a naturally clean complexion so don't use any thick makeup like foundation. Honestly, what I think would work best for you is "i.d. Bare Escentuals Mineral Powder" makeup.  They sell it at Sephora or JCPenneys and not sure where else.  But it's really lightweight and covers up great. So I would use that and some black mascara and bronzer not blush.  Also, if you like eyeliner, I'd try putting on just a thin line of blue or green eyeling on the outer edges of your bottom and top lashes that would bring out your eye color and then some frosty or juicy lip gloss...I love CoverGirl's Wetslicks Fruit Spritzers lipgloss in "Fig Splash"! so either try that or a juicy pink lip gloss

Not much, you have great skin. All you need is a good blush, and a simple mascara and eyelash curler. I would recommend a Maybelline great lash, and a creamy blush, preferably a rosey one. Buy an eyelash curler and your set. Dont ruin your great skin with foundation or concealer. You have a natural look to you.
