  1. You need gravel for a sub base.  Then i like to use sand, it is easy to smooth out and the Stone lays in it nicely.  Then the slate, with more sand to fill in the gaps between the stones, this also "locks" the stones in place.  You could also put grout in between the stones, depending upon the size  and number of stones involved.

    I have seen where cement was poured and the slate laid right on top of the cement.

    I have also seen where slate was added on top of dry cement with thin-set and then grouted.


  2. pour the concrete using wet concrete you get from a truck; framed the the shape you want.  set the slate over the concrete after it has dried (usually 24 hours) using thinset, and grout.  contact a reputable flooring contractor in your area who is licensed and contracted for the best results.
