  1. The same methods that you would use to communicate with anyone else, basically.

If you Google the offical's name, with a hint as to their office, there will generally be a website or email address.  For example, "contact mayor Springfield Illinois."  There will also be a phone number, and address is you want to write.  Some older officials don't actually use email, but they have people on staff that open and summarize their email for them.

Sometimes, you can get an office visit, or arrange to meet elected officials.

With all the methods of communication except the last one, if it is a high-up official, it may be a staffer that gets your message and summarizes it for the official.  A form response is sent back to you.  For instance, if you write to President Bush about the Iraq war, it will probably end up as a tally mark of 'for' or 'against' on a summary, and he will do what he wants with those totals.

  2. Forum. At one time it was possible to walk right up to them and ask a question. If not that then a portable satellite phone a computer connector which you plug in , an ansible  like on ships except in miniature again you put information and send it. Your elected official could connect the ansible to real time video and relay the answer back to you. A rockett message is also possible but best make sure the official expects it.  A taped message with an alarm attached to it is a possibility.  Holo Bar another you just turn it on with message.
