If the public image of the organization is an impediment, this is bad leadership. That could be that the public does not trust the organization to do what it promises, or that the organization is just too hard to do business with, or it is getting into a lot of lawsuits.  Somehow it is not communicating well with the world.

If members of the organization are leaving, whether of their own choice or not, we have had bad leadership, but it may not be current.

When leadership is explaining why the world is not working well for the organization more than inspiring action to get in synch with the needs of the world, lack of leadership.

  3. Not getting goals accomplished, not meeting timelines, increased error rates, lost time injuries, poor morale, high employee turnaround.
