What month of the year does council tax start and finish???? please?

i live in the midlands, UK, and was told by a friend that council tax starts on 1st april and finishes in january the next year then starts again in april so only have to pay 10 months council tax then a 2 month break... is this true????

because if it is then why are the council telling me to make a part payment in march which i shouldnt have to pay???

You are correct about paying for 10 months if you pay by monthly installments. You only pay 10 starting in April.  It is still owed for the year so if you moved into your property at the beginning of March you owe 1/12th of the total bill.
