What movie is this? A robot boy that looked human.?

Okay from what I remember there was a family, the husband i believe made the robot boy, or adopted him. he brought him home to his wife. the boy looked completely human, and acted human. they gave him a teddy bear which was a robot too, and followed him around. I forget the reason, but the boy cut his moms hair. he gets abandoned for some reason, almost gets killed by some circus like thing that people go to to kill robots. The boy lives through that, gets in a car and ends up sinking to the bottom of the ocean, where he is under water next to this statue. then aliens find him, and he says, "he wants his mom. but they say they would need DNA or something in order to bring her back to life, and the teddy bear says, remember when you cut your mommy's hair? and hands the boy the hair.

it's AI when boy was robot but wanted to be really boy it sort of relates a lot to Pinocchio, Jude Law is in it as another robot.
