Luke, to me, sounds a bit harsh.  It's very short, concise and the 'k' sound makes it blunt.  Samuel is a bit more flowing of a name.  Personally, I like Samuel better.

Samuel is a bit of an old name for a baby now, Luke however suits a baby, child, teen and an adult

They are both good names.  If you consider Samuel and Luke from the Bible and their roles, maybe that could help you choose.

Luke was the author of one of the Gospels (Jesus' life). He was also a doctor and a man of God.
