What needs to be done to achieve this look?

I like the way it tapers down.

Could someone explain WHAT it is. Is just layered and styled wavy? Does anything special need to be done to achieve that tapered look?

I know nothing when it comes to hair and don't ever style my own. It's just two layers and naturally quite straight. I don't like the top layer as it kinda sits like a helmet and I want to remedy this :s)

1.) Flip your head upside down, and blowdry your hair on medium until its 80% dry

2.) Wrap 2 inch sections around a round brush, drying each section on high heat. once each section is dried completely, wrap it tightly in a velcro curler.

3.) let your hair cool for 15mins. THen unroll each curler and gently run your fingers through your hair to get perfectly tosled waves
