  1. Victoria Station is in Westminster.  

    There's a shopping area in station so you could pick one of the shops or cafes, WH Smiths (there are two, one big, one small specify the big one in the centre) or one of the cafes

    If you don't know the station, if one of you got there ahead of the others, they could choose somewhere then text everyone to let them know where to meet up

    Victoria Station is inside the "City of Westminster" but that's a fairly big area. It is sandwiched between the neighborhoods of Belgravia and Pimlico
