011 is correct, not 00.  america's country code is 1, hence the 00 before it.  but to call anywhere outside of north america and the caribbean, from the u.s., you'd dial 011.

Don't forget to drop the leading zero from your mobile number. ie. 085 ???????? - > 011 353 85 ?????????

First they dial

011  (zero one one)

which is the international access code.

Then they dial

353  (three five three)

which is the Ireland country code.

Then they dial your specific phone number.

Sorry am updating this answer.  It is now correct.  

Ok have checked the system.Am just back from the States.  They need to dial 011 353 (then your mobile prefix less the 0 so either 85 86 or 87) then the rest of your mobile number.

so if your number is 085 1234567 they would dial 011 353 85 1234567. .  

If they have access to a computer get them to download Skype and they can ring you really cheaply.  (www.skype.com) For example I ring my daughter in Canada for 0.018 cent.

the example 011 353 87 12 34 567 is correct. I lived in Japan for 2 years, Traveled Europe for a summer, Spend time in Mexico with friends often etc.....You must dial 011 then the country code (353 in this case) and then the phone number omitting the first 0. When dialing outside your area code in the USA you have to dial 1 before the area code because 1 is our country code.

IF they still aren't clear or have issues, they can simply dial 00 and they will get the international operator. The international operator will assist them.
