I saw this several years ago... I believe it was made in the 90s or late 80s.
It's was shot in the U.S... obviously on a lower budget and featured no stars that I recognized. I verged on being an 'art film' because it's not particularly 'entertaining'... no action, humor, witty dialogue, famous stars.
Anyway... it centers on a middle aged woman who... I think her husband is dead... she seems stricken... and is just kind of wandering, lost. She doesn't speak much.
She eventually joins up with a rather cruel man, very type-A, who turns out to be a armed robber.
He enlists her aid in his robbery schemes.. I believe as the get away driver.
Eventually things go wrong... the man is shot down... but the woman escapes and continues her pointless wandering.
It's a small movie... not many characters. It's very bleak and I don't remember it having much music in its soundtrack.
I seem to remember thinking it was filmed in Arizona... the landscape is pretty open and sparse.
