I prefer to use dwarf hair grass as my ground cover. what you choose, in the end, is up to personal preferance, so long as your tank can support the plant.

what i do is, when vaccuming, don't push the vacuum under the gravel. siphon off any waste on top of the gravel, the plants should use the rest for nutrients. if you use this method the grass's roots should be enough to hold it in the ground. try it and see if it works for you.
