What paper work do i need to fill out when buying a car from a private party?

You do not have to fill out anything.  They need to give you a title AND a bill of sale.  Make sure you get both, just in case.

go buy the car, get the bill of sale. and take that to the highway department to get tags and register it in your name.

You should probably go to a notary together and exchange the money there as the title is being transferred. You don't really need any other paperwork.
