What part of earth is closest to the moon?

years ago i talked with a relative that was stationed in the military in the panama canal he said when he returned to the united states the moon looked almost scarry compared to the size it looked in panama there it looked like the size of a light bulb,so what part of the world does it look the biggest

  1.   It looks biggast when it is on the horizon and you compare it,say a hose or a tree and it looks massive.

This is kind of tricky.  I would say the equator, but I can't really back that up.  The moon looks biggest on the horizon but that is an optical illusion.  The moon is about 1/4 million miles away, so I don't think the sphere of the Earth really makes much difference as to where you view it from, it's still 1/4 million miles away.

Whichever part of the earth happens to have the moon directly overhead at that moment in time.  This varies by the minute, due to the earth's rotation and the moon's revolution, but it never stray far from the tropics (between the tropic of cancer and the tropic of capricorn).  But really, it's virtually a very small difference (percentage wise) from any one point on earth to the moon than any other.

    When the moon is coming up and is next to a building or a hillside, it looks bigger than when it's high in the sky.  But, hold up a quarter at arms length and you'll see that it's the same size when it's down low and when it's up high.

    The moon is also a quarter million miles away from earth, and it's a quarter of the diameter of earth.

    I doubt your friend was looking at the moon systematically.

    The moon appears larger when it is near the horizon because of atmospheric magnification. Note that the horizon is relative to the viewer. Panama has plenty of horizon as well.
