  2. It's the cinch.  It attaches to the rigging which is attached to the rigging plate.

  3. The cinch attaches to the billet (off side piece of leather hanging usually below the skirts and to the front of the fender) on one side and is done up with the latigo (leather strap) on the side usually mounted from.
