China and many other authoritarian/mass democratic countries their access is censored, but they can still access the internet. Africa has some of the lowest rates of access, along with certain countries in Asia!!!.

I think it will definetely include both china and India because both have large population. Also, in those countries like Zimbabwe, where they don't get enough to have food can't afford to have computer and also internet access.

I've heard that somebody (can't remember his name) was planning to introduce personal computers into some African schools for a very, very cheap price. (the PC's  were going to be specially modified to handle the extereme temperatures)  (I think with microsoft OS) so that they could have access to internet etc.

I heard this about a year ago, but I don't know if the project actually went ahead.
