  1. Depends on the State. NY it is only 20% that is sold

  2. Not enough!...if we were to surcharge the bottles on purchase?...it might stop some of the population throwing them down in parks,roadways and back alleys etc...causing a massive litter problem!...it works in Berlin etc...
