  4. According to government statistics, Kuala Lumpur has a literacy rate of 97.5% in 2000. While Bahasa Malaysia is the language of instruction for most subjects, English is also a compulsory subject and is used as the language of instruction for mathematics and the natural sciences. So its fair to say at least 97% of Kuala Lumpurians understand at least some basic English.

  6. I do not know the actual percentage but i would say the percentage could be at around 60% in Kuala Lumpur. In major urban areas, more people speak English but the number gets smaller to totally nil in some rural areas.

    For your info. 65% refers to those who speak passable English to those good speakers. In Kuala Lumpur, the remaining  35% who can't speak English can actually speak some simple and common English phrases.  If i include them as English speakers then the percentage would probably be at least 85%.
