What photo editor do you think they are using in this picture?

A lot of people have pictures with stuff like that on it and I want to know how they do it.So what photo editor do you think their using?

could have been done with any photo editor but the most popular is Adobe Photoshop CS3, or you could just use Microsoft Paint

it does appear to have yellow/sepia filter over image,and added text, better programs could used to add effects,

I think that was done with Picnik: http://www.picnik.com

After you upload a photo click on the Create tab.

They have both Text & Shapes options....& one of

the shapes in a danger sign like in your example photo.
