  1. Tsugaru, part of Aomori (the west side), up north (but still on Honshu), IMHO.

Tons of snow due to the Siberian front stopping at the mountains in the middle of Japan (running north/south) - heavy, wet snow. And blowing wind, and cold, of course (not near as cold as Canada, but when buildings are heated weirdly, or not at all, it's COLD). A storm there was so bad it once knocked a local train off the track and into the sea (so the train doesn't run when it's terrible weather).

Summer it's not too bad, though. Humid, of course,  probably around 30-35C for the mid-summer weather.  Worst weather makes me think of winter.

  2. It depends what weather you like. Hokkaido gets super cold because of snow, but is also mild during the summer. Okinawa is super hot and goes through yearly hurricanes, which I would think is more destructive than cold weather.

  3. Probably Hokkaido...They get super cold in the winter. So cold that they even have an ice festival where people carve things like animals out of ice.
