  1. Just about all vascular plants will have this covering (with the exception of woody parts).  It can vary in thickness though between species.  It tends to be thicker on plants needing protection from drying influences (such as high winds) or pathogens (bacteria, fungi).  

    It's a myth the this is thicker just on plants from desert environments, since pine tree needles and some palms have very thick cuticles.  These plants just live in in environments where high winds and well-drained, sandy soils can cause extreme water loss.  The same for some plants that are marginals around ponds and lakes - part of the year they may be sitting in water, but during another part, the water may dry up on the surface and they need to conserve the water inside their tissues.
