Question:

What portable device would allow a non-technical person test that a hotspot has access to the Internet ?

My team supports a hotspot across town that is managed by venue setup people that are not technical. It would be nice to have a small portable device for them to test to see that the network is working, and not to have them cry wolf that the the wireless system is not working every time someone that purchase internet at their boot and computer is infected or whatever make so that they can't access the internet. I know the setup people need to just check it with their laptop, but they can't carry around something extra unless it could fit in their pocket, etc.

No, a technical person will not be able to work effectively for the entire company being based at that location, logistics, budget, management etc, are not going to let that be an option.
