What powdery substance is added to a surface while paint is still wet that looks and feels like felt.?

This type of application is common in jewelery boxes, cutlery cases, etc. The most common colors are: red, blue & green.

Similar colored paint is brushed on then a small amount of this stuff poured onto the surface and shaken around to create an even surface. The excess returned to it's original container.
